As a U.S. Department of Energy Office Science national laboratory, Argonne conducts research and development in many areas of basic and applied science and engineering:
- Basic science: seeks to understand how nature works. This research includes experimental and theoretical work in materials science, physics, chemistry, biology, high-energy physics, and mathematics and computer science, including high performance computing.
- Applied science and engineering helps to find practical solutions to society’s problems. These programs focus primarily on energy resources, environmental management and national security.

Area of Expertise
T.J. Heibel joined Pacific Northwest National Laboratory’s (PNNL) Ecology Group in August 2015 where he represents PNNL’s water power work with the U.S. Department of Energy’s (DOE) Water Power Technologies Office (WPTO). As the Water Power Program Manager, T.J. works with DOE WPTO on both hydropower and marine and hydrokinetic energy. T.J. is based in the Washington, DC metro area where he acts as a liaison between DOE WPTO and PNNL, helping to translate science to policy and vice versa. Prior to joining PNNL, T.J. worked for BCS, Incorporated contracting with DOE’s Wind and Water Power Technologies Office (2011-2015) where he led the Hydropower Vision strategic planning effort and managed hydropower market acceleration and deployment projects. TJ also worked for DOE’s Bioenergy Technologies Office (2009-2010) doing everything from strategic planning and project management to budget execution and communications work.
Prior to working with DOE, T.J. received his BS in Ecology, Behavior and Evolution from the University of California, San Diego (2003) and his MS in Conservation Biology from The University of Queensland in Australia (2005). After receiving his Master’s degree, T.J. worked at The Nature Conservancy (2005–2009), where he helped set international freshwater conservation priorities.

The National Energy Technology Laboratory (NETL) is the only U.S. Department of Energy (DOE) National Laboratory focused on the development of advanced fossil energy technologies. As a government-owned and government-operated (GOGO) national laboratory, the only one within the DOE complex, NETL can quickly identify and bring together the resources necessary to address complex technical problems, as well as market analysis and environmental impact issues. This enables the development of regulatory and technology-based solutions for problems that limit current use of domestic energy resources.
NETL’s program management capabilities can be used to plan and manage transformational technology developments with beneficial near- and long-term economic and environmental impacts. NETL’s onsite analysis and experimental capabilities can be used to pursue high-risk technology developments that enable further industrial development and deployment of commercialized technology solutions.
Strong partnerships enable the lab to deliver on its core mission, to discover, integrate, and mature technology solutions to enhance the nation’s energy foundation and protect the environment for future generations. Partners in NETL’s research efforts number in the thousands and include small and large businesses, national research organizations, leading colleges and universities, and other government laboratories. NETL plans, conducts, and sponsors research to develop oil and gas and coal technologies to produce reliable, affordable, and clean energy in support of the Nation’s economy. The Lab utilizes a complete suite of contractual vehicles, as well as its inherent authority as a GOGO, to pursue technology development through intramural and extramural associations, and to accelerate transition of those technologies into commercial markets. As a GOGO DOE National Laboratory, NETL is the only DOE National Laboratory authorized to issue Funding Opportunity Announcements (FOA’s) on behalf of the Department; a means by which NETL awards hundreds of new financial assistance awards each year. NETL’s partnership service offers opportunities for cost-shared direct funding, licensing, and technology transfer in addition to long-standing commitments to support revitalization of the American Workforce and education in science, technology, engineering, and math (STEM).

Area of Expertise
Rob is an expert in the field of marine energy technology, bringing broad knowledge from nearly a decade of experience across current and wave energy to the lab. His technical skills include applied experience in both mechanical and electrical engineering, having performed engineering design and prototyping in industrial and academic settings. Rob holds a joint appointment as a Senior Engineer in the Applied Physics Laboratory (APL) at the University of Washington and serves as an Affiliate Assistant Professor in the Electrical and Computer Engineering department. His work spans PNNL’s marine energy portfolio, from the Powering the Blue Economy initiative to developing environmental monitoring techniques.
